The Global Youth Tobacco Survey (GYTS) was developed by the Tobacco-Free Initiative (TFI), World Health Organization (WHO) and the Office on Smoking and Health (OSH) of the United States Centers for Disease Control and Prevention (CDC), in collaboration with a range of countries representing the six WHO regions, to present comprehensive tobacco prevention and control information on young people.
In December 1998, TFI convened a meeting in Geneva with the Centers for Disease Control and Prevention (CDC), the United Nations Children’s Fund (UNICEF), the World Bank and representatives from countries in each of the six WHO regions to discuss the need for standardized mechanisms to collect youth tobacco use information on a global basis. The outcome of this meeting was the development by WHO and CDC of a Global Tobacco Surveillance System, which uses the Global Youth Tobacco Survey (GYTS) as its data collection mechanism.
GYTS is a nationally representative school-based survey of students in grades associated with age 13 to 15 years and is designed to produce cross-sectional estimates for each country. GYTS uses a standard core questionnaire, sample design, and data collection protocol. It assists countries in fulfilling their obligations under the World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC) to generate comparable data within and across countries. WHO has developed MPOWER, a package of selected demand reduction measures contained in the WHO FCTC:
- Monitor tobacco use and prevention policies
- Protect people from tobacco smoke
- Offer help to quit tobbacco use
- Warn about the dangers of tobacco
- Enforce bans on tobacco advertising, promotion and sponsorship
- Raise taxes on tobacco
This is the first round of GYTS in Maldives.

Overview
Abstract
The Global Youth Tobacco Survey (GYTS), a component of the Global Tobacco Surveillance System (GTSS), is a global standard for systematically monitoring youth tobacco use (smoking and smokeless) and tracking key tobacco control indicators.
The GYTS is a school-based survey designed to enhance the capacity of countries to monitor tobacco use among youth and to guide the implementation and evaluation of tobacco prevention and control programmes. The GYTS uses a standard methodology for constructing the sampling frame, selecting schools and classes, preparing questionnaires, following consistent field procedures, and using consistent data management procedures for data processing and analysis. The information generated from the GYTS can be used to stimulate the development of tobacco control programmes and can serve as a means to assess progress in meeting programme goals. In addition, GYTS data can be used to monitor seven Articles in the WHO FCTC.

GYTS is composed of 55 "core" questions designed to gather data on the following seven domains.
- Knowledge and attitudes of young people towards cigarette smoking
- Prevalence of cigarette smoking and other tobacco use among young people
- Role of the media and advertising in young people’s use of cigarettes
- Access to cigarettes
- Tobacco-related school curriculum
- Environmental tobacco smoke (ETS)
- Cessation of cigarette smoking
The Maldives GYTS includes data on prevalence of cigarette and other tobacco use as well as information on five determinants of tobacco use: access/availability and price, exposure to secondhand smoke (SHS), cessation, media and advertising, and school curriculum. These determinants are components Maldives could include in a comprehensive tobacco control program.
